Level 1's are the only exception I think.  A level 1 can hit a level 2..but a level 2 and above can't hit a level 1.  It's posted somewhere I think...cause I remember reading about the update.  Level 1's can't be picked on, hence the "leave the newbies alone" message u got, etc.

well, i mainly meant mugging as i mugged by higher lvl, & i think you didn't go through whole thread, my complain was answered by many, also at that time i just joined the game so wasn't sure too much about the know hows of the games, but check my this message
